The powdered milk is added for richness. You can replace it with regular milk, but it’ll thin out the recipe and I’ve never made rum cake without powered milk so I’m not sure how it’ll turn out. My advice is to try and find a recipe that doesn’t require powdered milk as it’ll take out the guesswork for you. Hope this helps.

Made from scratch, as I used in reference to this recipe, means made without premade ingredients like golden cake mix, which rum cake is often made with. It’s not in reference to a quick and easy recipe. So, it’s not misleading.
